Alabama and FIU nursing: what has to happen before a clinical there
Florida International University (FIU) vouches for Florida's licensing requirements only; for Alabama it has made no determination. Alabama also requires out-of-state schools to file with its Board of Nursing before any clinical in the state, so FIU's Office of Clinical Education is your first stop.

These leave one open question, whether FIU will use an Alabama site at all, and every later step depends on it. FIU's general statement is on the licensure disclosure page.
Alabama's letter of intent for out-of-state programs
Alabama's rule for visiting programs, 610-X-3-.09, reaches pre-licensure and advanced practice programs based in other states: 15 or more days ahead of a clinical learning experience in Alabama, the school owes a letter of intent, with approval documents, to the Alabama Board of Nursing. An annual out-of-state program fee rides along, one per program, good for a calendar year and kept by the Board either way. The Board's FAQ bars students from Alabama clinicals while approval or payment is outstanding.
Details the school's letter must carry
- You, by name, with your license number
- Your clinical supervisor, by name, with a license number
- The facility hosting the clinical
- A signed statement by the hosting facility's Director of Nursing or CNO
- The Alabama or multistate RN license number of your supervising FIU faculty member
Because the filing is FIU's, ask the Office of Clinical Education if FIU has filed for Alabama or plans to. The 15-day notice also stacks on top of the time a new site contract takes.
Practice in Alabama and where NP students look
In AANP's terms Alabama is a reduced practice state. Every Alabama NP needs a physician collaboration agreement, a regulated one, that covers some part of what the NP does, and NP practice answers jointly to the Board of Nursing and the Board of Medical Examiners.
Birmingham is the largest metro, around 1.2 million people in 2025 estimates, with Huntsville at 556,000, Mobile at 412,000 and Montgomery at 389,000. As examples of where NP students look: in Mobile, Infirmary Health and USA Health, the University of South Alabama's academic system; in Birmingham, UAB Medicine; in Montgomery, Baptist Health; and in Huntsville, Huntsville Hospital Health System. None has named FIU among the schools it takes.
APTIP, Alabama's preceptor tax credit, runs from tax year 2024 until September 29, 2031, through the Alabama Statewide AHEC Program Office. It rewards unpaid, community-based teaching by preceptors in medically underserved rural parts of the state, but only for schools physically in Alabama, which leaves out an FIU rotation.
Licenses for Alabama clinicals and for FIU
Alabama's FAQ is direct about post-licensure students (RN to BSN, MSN and DNP): clinical experiences in the state require an Alabama RN license, valid and unencumbered, or a multistate license from a party state. Alabama has been a compact state since January 1, 2020.
FIU's graduate programs ask for something narrower: a current Florida RN license, with no word on whether another state's multistate license qualifies, although the RN to BSN/MSN page accepts one. Faculty teaching Alabama students more than 30 days a year need an active Alabama or multistate RN license, a point for FIU to confirm. After graduation, Alabama APRN licensure stands alone, since Alabama has not adopted the APRN Compact. The Florida RN license guide covers FIU's rule.

Questions FIU students ask
Can I do FIU clinical hours in Alabama?
Two approvals come first. FIU must agree to an out-of-state site, which its pages neither allow nor rule out. Then the Alabama Board of Nursing has to approve FIU's filing, sent a full 15 days or more ahead of your first Alabama shift, with the yearly fee paid; until then, attending is barred.
Who files the Alabama Board of Nursing paperwork, me or FIU?
The school does. Under rule 610-X-3-.09, the out-of-state program, here FIU, sends the letter of intent with approval documents and pays the yearly program fee. You supply the details: your license number, your preceptor's name and license, and the facility.
Will my Alabama preceptor get the Alabama preceptor tax credit?
No. Alabama limits its credit to rotations for schools that are physically in Alabama, and FIU is a Miami school. FIU's 2022 preceptor manual calls its preceptors volunteers and offers them documentation for ANCC certification renewal plus a tuition-fee exemption through a Certificate of Participation.
Does my Alabama multistate license work for FIU?
For the RN to BSN/MSN, FIU names an enhanced multistate license as acceptable. For the MSN and DNP, the admissions pages name only a Florida RN license and are silent on multistate licenses from Alabama. Ask FIU's nursing admissions office before applying.
