FIU nursing from Arizona: the state board comes before the clinic
Florida International University (FIU) vouches for Florida licensure alone and leaves Arizona in its not-determined column, while its MSN asks for a current Florida RN license. Arizona adds a hurdle of its own: the state board expects an out-of-state APRN program to hold its approval before any student trains in an Arizona clinic. Settle that with FIU before you call a single practice in Phoenix or Tucson.

An Arizona address raises two questions before any search: will FIU run a rotation in Arizona at all, and has FIU sought the Arizona board's approval for your track? The Office of Clinical Education answers both, and the licensure disclosure explains what FIU's Florida-only statement covers.
Arizona wants the program approved first
Arizona regulates clinical placements themselves, not just licenses. Its Board of Nursing (AZBN) regulates pre-licensure education and APRN education alike. A 2020 advisory opinion from AZBN, written for schools based elsewhere, puts it bluntly: the school applies, AZBN approves, and only then may a student begin clinical experiences anywhere in Arizona.
A shorter path exists. When Florida's board has approved the exact APRN track and the university holds national accreditation, AZBN gives the file a lighter review. FIU reports Florida Board of Nursing approval for all its nursing programs and CCNE accreditation for the master's and DNP, yet no FIU page mentions filing in Arizona. An approved school also keeps records for AZBN: who its faculty and preceptors are, which licenses each holds, where every student is placed, plus data for the board's yearly survey.
Arizona's approval belongs to the school, not the student. Until FIU confirms it for your track, a willing Arizona preceptor is not yet a rotation.
Your license, and the compact between Arizona and Florida
For your own part, AZBN looks for an RN license in good standing that Arizona honors, meaning an Arizona license or a multistate one. Arizona's code (R4-19-217) goes a step further for distance programs, asking that the faculty who supervise clinical work be licensed in the state where that work takes place.
Both Arizona and Florida have been compact states since 2018. FIU's MSN rule is written more tightly: it names a current Florida RN license, and it does not say whether a multistate license issued by Arizona as your home state is enough. The Florida RN license page lays out FIU's wording program by program. No APRN Compact is in force in Arizona, so your NP license after certification will come from whichever state you practice in.
Practice climate, systems and metros
AANP counts Arizona as a full practice state, so NPs there work without a mandatory physician agreement. Most Arizonans live around Phoenix, Mesa and Chandler; the Tucson metro is roughly a fifth that size, and Prescott Valley and the Kingman and Lake Havasu area are smaller still.
Arizona searches usually begin with the big names: Banner Health and its Banner - University Medicine centers, Mayo Clinic's Arizona campus, HonorHealth out of Scottsdale, TMC Health for Tucson and Phoenix Children's for pediatric work. None of them is a promise of a seat; each system decides on students from other states under its own policy, and FIU still signs a contract with whatever site you choose. The state also wrote a preceptor grant into law, A.R.S. ยง 36-1806, aimed at volunteer preceptors of graduate students and favoring rural primary care.

Questions FIU students ask
Can I take FIU's online AGPCNP track while living in Arizona?
FIU has not ruled it in or out. Arizona stays in the not determined column of its licensure page, the MSN wants a Florida RN license, and FIU's clinical pages never address rotations beyond Florida. Add AZBN's program approval rule and you have two offices to hear from first: FIU's Office of Clinical Education and the Arizona board.
What license does an Arizona preceptor need to supervise me?
AZBN's opinion asks an NP preceptor for two credentials: an RN license Arizona honors, whether Arizona-issued or multistate, and Arizona APRN certification. Physicians precept on an Arizona medical license in good standing. FIU layers on its own requirements, including a year or more in the specialty, national certification and no family ties to you.
Does Arizona pay its preceptors anything right now?
Probably not. Budget staff at the legislature list zero funding for the preceptor grant in fiscal 2026 and 2027, and unspent money from the earlier appropriation returns to the General Fund once fiscal 2026 closes. Keep the grant out of your pitch to Arizona clinicians unless the Department of Health Services funds it again.

Tell FIU about the move before anything else. Under Policy 1370.001 the location on your record changes only when you report it, and that location governs what FIU may offer you, clinical work included.
