New York: the registration question every FIU NP student settles first
New York makes registration the gate. Under NYSED's rule, a Florida International University (FIU) student could join a New York clinical rotation only if FIU, as a school based out of state and teaching online, held NYSED registration or approval; federal VA and Armed Forces facilities are the exception. For NP students the registration must cover FIU's NP program itself, and FIU's pages are silent on whether it does, so settle that before any preceptor search.

NYSED's rule, applied to an FIU student
NYSED's Office of the Professions puts it in its registered nursing FAQ. Any nursing program based outside New York or delivered online needs NYSED's registration or approval before a single student starts a New York clinical rotation; federal VA and US Armed Forces facilities are the only carve-out. For an FIU NP student, the registration in question would be FIU's own NP education program, and the Office of the Professions will look up a program's status from its name and address.
The NP FAQ goes further, cautioning that rotations in New York by NP students of an unregistered program could also be illegal. NYSED's college evaluation office adds that clinical placements in the licensed professions give a school physical presence in New York, and that presence needs advance sign-off, or an exemption, from the Office of the Professions.
FIU's NC-SARA participation does not settle a New York placement; NYSED looks for its own registration, approval or exemption.

Two licenses, no compact
NYSED states that New York has not joined the Nurse Licensure Compact, and it points nurses from other states to a checklist for getting licensed in New York. Brooklyn and Buffalo nurses enrolled at FIU therefore maintain a New York license for work and the Florida RN license FIU's MSN and DNP require, each on its own renewal clock; the Florida RN license page covers FIU's side.
Further out, AANP lists New York as full practice, but a newly licensed NP stays under a written collaborating-physician agreement, with protocols, until passing 3,600 practice hours. Plan an FIU graduate's first New York job around that. The APRN Compact is not enacted in New York.
Where New York NP students look
By the Census Bureau's 2025 estimates, the New York City metro area holds about 13 million of the state's residents, with Buffalo-Cheektowaga near 1.16 million, Rochester near 1.06 million and Albany-Schenectady-Troy near 916,000. NP preceptors in the state practice at systems such as NYC Health + Hospitals, Mount Sinai Health System, Northwell Health, the University of Rochester Medical Center and NewYork-Presbyterian. For an FIU student, any of them would need NYSED's question answered and an FIU contract in place.
The federal VA and Armed Forces exception concerns New York's rule only; whether FIU would contract with such a facility is FIU's decision. Over the border, New Jersey and Pennsylvania are compact states with rules of their own.

Questions FIU students ask
Is FIU's NP program registered with NYSED?
FIU's pages do not say. NYSED's Office of the Professions answers registration questions when given a program's name and address, and on FIU's side the question belongs with the Office of Clinical Education. Settle it before you approach any New York preceptor.
Does FIU's SARA membership let me train in New York?
SARA alone does not cover it. NYSED's college evaluation office says clinical placements for New York's licensed professions give a school physical presence in the state, which then needs the Office of the Professions to approve or exempt it in advance, for SARA members like FIU as much as for anyone.
Are any New York sites outside NYSED's rule?
Federal VA and US Armed Forces facilities are the exception NYSED names. That exception concerns New York's rule only: FIU would still need to approve the site, hold a contract with it and allow an out-of-state placement on your track.
Can I complete FIU's RN to BSN practicum in New York?
NYSED's statement covers all out-of-state and online nursing programs placing students in clinical rotations, with no carve-out for RN to BSN. FIU's RN to BSN wants a Florida license or a multistate one, and a New York-issued license fits neither category, so raise both points with the RN-BSN Program Coordinator.
