Wyoming handles graduate nursing programs from other states through a written notice instead of an approval, provided the program is properly authorized. Florida International University (FIU) leaves Wyoming's licensing requirements undetermined for its programs, and its pages do not say whether online-track clinicals can happen outside Florida. Chapter 6: Wyoming's rules for out-of-state programs

The Wyoming State Board of Nursing starts with authorization. Under its Chapter 6 rules, a program from outside Wyoming must either sit on the Wyoming Department of Education's registry or be approved via NC-SARA, and FIU takes part in NC-SARA through the Southern Regional Education Board.

Graduate and other post-licensure programs, which the Board defines to include APRN and DNP programs, the MSN and the RN-to-BSN, skip Board approval. In its place come a letter telling the Board a student is coming for clinical learning (the Board even posts a sample) and, before that student starts, a signed written agreement with the facility, with a copy kept on hand for the Board.

LPN and RN pre-licensure programs face more: they must request the Board's permission and supply home-state approval plus license records for faculty and preceptors.

Each hospital posts its own student terms. With towns this size, plan on a wider radius than a classmate in Miami would need, and start earlier than feels necessary.

Licensing: the NLC, the APRN Compact and Florida

Wyoming entered the Nurse Licensure Compact in 2018. It has also written the APRN Compact into state law (Title 33, Chapter 21, Article 3), joining Delaware, North Dakota, South Dakota and Utah as the five enacting states; the compact switches on once a seventh enacts it.

FIU wants a current Florida RN license from MSN and DNP applicants before they are admitted, and it says nothing about whether a Wyoming multistate license would stand in for the MSN; the RN to BSN accepts either. The Florida RN license page has the rest.

Does FIU need Wyoming Board approval for my clinicals?

For post-licensure programs such as the MSN, DNP and RN to BSN, Wyoming asks for authorization (a Department of Education registration or an NC-SARA route), a written notice and a facility contract rather than Board approval. FIU participates in NC-SARA, but FIU itself still has to agree to a Wyoming site.

Who sends Wyoming's Board the clinical notice?

FIU does, as your program, before the clinical learning begins, and the Board posts a sample cover letter. Tell the Office of Clinical Education about a Wyoming plan early so the letter and the facility agreement are both finished before your first day.

Must my Wyoming preceptor hold a Wyoming license?

Wyoming spells out a preceptor license rule (Wyoming or multistate) only for pre-licensure programs. For graduate students, FIU requires active licensure and national certification, so ask both the Board and FIU which license your preceptor should hold before you name one.

Can I use the APRN Compact from Wyoming yet?

Not yet. Wyoming enacted it, but it cannot operate until seven states do, and the count stood at five in 2026. Until then, APRN licensure in Wyoming runs through the Wyoming State Board of Nursing.
