Studying with FIU from Utah: the clinical rule to know first
Florida International University (FIU) vouches for Florida only; whether its nursing programs satisfy Utah's licensing requirements is, in FIU's framing, not determined. Utah brings a second hurdle. Before a program from another state sends anyone into a Utah clinic, that program has to meet conditions set by Utah's licensing division and its nursing board.

Utah's conditions for programs from other states
Utah spells its expectations out in rule R156-31b-609, and that rule treats a graduate NP program exactly like an entry-level one. Were FIU to place you in a Provo or Ogden clinic, FIU would first have to satisfy every item below; none of it is yours to file.
What R156-31b-609 asks of FIU as the program
- Approval from Florida's board of nursing, plus accreditation from a nursing accreditor on the US Department of Education's recognized list.
- Faculty who work for the program, belong to a college or university, meet accreditor and Florida standards, and carry a Utah or compact-state license whenever they supervise in person.
- A written approach to choosing clinical sites and to picking and overseeing preceptors and faculty.
- A yearly filing due each August 1: the head count of students in Utah facilities, a sign-off that in-person faculty and preceptors hold proper licenses, and proof that accreditation is current.

Full practice, and the license your Utah preceptor needs
Utah sits in AANP's full practice group, which means its nurse practitioners work without a mandated physician contract. In primary care, the NP who precepts you might own the practice.
The visiting-program rule then adds a filter: your preceptor needs a clean license from Utah or from another Nurse Licensure Compact state. FIU's preceptor standards apply as well.

Two compacts and FIU's Florida license rule
Utah's RNs have held compact licenses since January 2018. FIU's graduate admissions, though, name a Florida RN license, with no word on whether a Utah multistate license can substitute at MSN or DNP entry. The RN to BSN is the FIU program that accepts multistate licenses outright. Details sit on our Florida RN license page.
Utah moved early on the APRN Compact too, signing it on March 24, 2022, but that compact sleeps until a seventh state joins; Delaware, the two Dakotas and Wyoming are the others so far. For now, an APRN license in Utah after graduation is issued through the Division of Professional Licensing.

Questions FIU students ask
Can I complete FIU clinical hours in Utah?
FIU's pages leave that open. Online AGPCNP and PNP students may use sites beyond FIU's four South Florida counties, but no FIU page mentions other states, and Utah expects out-of-state programs to meet R156-31b-609 first. Raise it with FIU's Office of Clinical Education before any outreach to Utah clinics.
Will my Utah multistate license satisfy FIU's admission rule?
That depends on the program. FIU's RN to BSN welcomes a Florida or multistate license. For MSN and DNP entry, FIU names a current Florida RN license and never addresses a Utah multistate one, so get a written answer before you apply.
Is the APRN Compact working in Utah yet?
No. Utah signed on in 2022, yet the compact stays idle until seven states have enacted it, and the 2026 tally was five. Utah's 2018 compact membership applies to RN and LPN licenses only, so NP licensure in Utah still means applying to the Division of Professional Licensing.
Who files Utah's August 1 report?
FIU would, as the program. The report counts students placed in Utah facilities, vouches for the licenses of in-person faculty and preceptors, and verifies accreditation. You file nothing, but FIU should hear about a Utah plan early.
