Studying with FIU while living in California
Florida International University (FIU) can enroll online students from California because it holds an individual approval there; California is the one state outside SARA. Licensure is a separate question, and FIU says it has not determined whether its nursing programs meet California's requirements. Clinicals raise a third: California regulations want an out-of-state NP student to carry a California RN license.

FIU may enroll you online from California, but no FIU page says a California clinic can host your practicum. That answer is the Office of Clinical Education's to give; our licensure disclosure page explains what not determined covers.
California's terms for an out-of-state NP student
The rule to know is 16 CCR 1486, part of California's nursing regulations. Its subsection (d) makes a valid California RN license the condition for any clinical experience in the state by someone enrolled in a non-California NP program. Subsections (b) and (c) cover the preceptor: a California license in their own profession, qualification in your NP category, an orientation from the program, a faculty review no less often than every other year, and a signed document among the clinical agency, the program and the preceptor spelling out what the preceptor does.
Several of those duties fall to FIU rather than to you, which is why FIU's answer comes before any California search. Business and Professions Code section 2729 draws the student exemption narrowly as well, around board-approved prelicensure programs and board-approved courses taken by nurses licensed elsewhere.
Practice rules and California's large systems
AANP files California under restricted practice, meaning certain settings and procedures still call for a standardized protocol agreement, though the Board of Registered Nursing lists exemptions. California NP certification also requires a California RN license first.
By 2025 Census Bureau estimates, greater Los Angeles holds about 12.8 million people, the Inland Empire around 4.8 million, the San Francisco-Oakland area near 4.6 million and the San Diego metro close to 3.3 million. NP preceptors there practice at employers such as Cedars-Sinai in Los Angeles, Stanford Health Care, the six health systems under University of California Health, Sutter Health across the north and center of the state, and Kaiser Permanente, headquartered in Oakland with a northern and a southern California region. Any of them would need a contract with FIU before a rotation.
Two licenses to keep, and no compact in sight
No compact membership is on California's horizon: NCSBN's map records no pending bill. A California nurse at FIU therefore holds two separate RN licenses, California's for work and any California clinical and Florida's for FIU admission. FIU's rule, and the multistate question it leaves open, are covered on the Florida RN license page. Keep both current: FIU wants the Florida license active, and California's rule ties any clinical there to the California one.
California has not enacted the APRN Compact either. RN to BSN applicants should note that FIU's pathway accepts a Florida or multistate license, and a California license is neither, so confirm with FIU which one it needs before applying. Oregon and Nevada, next door, also sit outside the compact.

Is FIU allowed to enroll online students who live in California?
Yes. FIU Online's state authorization page reports an individual California approval for FIU's online programs, since California is the one state FIU lists outside SARA. That approval concerns enrollment; FIU's licensure page still has not determined whether its nursing programs meet California's licensing requirements.
Is a Florida license enough for NP clinicals in California?
No. Section 1486(d) makes a valid California RN license a condition of any California clinical experience for a student of an NP program from another state. Nurses employed in California hold one already; the additional license FIU requires is Florida's, before admission to the MSN and DNP.
I'm moving from Miami to California mid-program. What changes?
Report the move to FIU; under Policy 1370.001 your recorded location changes only when you do, and it drives FIU's authorization and disclosures. Then ask the Office of Clinical Education whether your next practicum can be in California, and plan for a California RN license if it can.
Does FIU's California approval mean I can train in California?
Not on its own. The approval lets FIU offer online programs to California residents. Whether an online-track student may complete a practicum outside Florida is something FIU's pages leave open, so take that to the Office of Clinical Education first.
