Oregon and FIU nursing: a repealed rule and what still applies
Before July 1, 2021, an NP student in a Florida International University (FIU) program, or any graduate program based outside Oregon, needed the Oregon State Board of Nursing's authorization before a clinical practicum in the state. That rule is gone, and the Board's APRN FAQ gives a one-word reply, no, to the question of Board approval for APRN programs from other states. FIU's own yes is still required, and it comes from the Office of Clinical Education.

The old rule and today's answer
A former rule in division 50 of the Board's chapter of the Oregon Administrative Rules made NP students of non-Oregon graduate programs, FIU's among them, get prior Board authorization for clinical practicums in Oregon. Its repeal took effect July 1, 2021, so any older guide or classmate's advice built on it is out of date.
Today OSBN's placement page wants advance notice only from PN and RN programs based elsewhere that prepare students for first licensure, filed yearly with a form for each track. FIU's NP tracks count as advanced practice, which OSBN excuses from notice, and FIU's RN to BSN falls among the programs that lead to no new license, which are excused too. For both, Oregon's Board asks nothing of FIU in advance.
What Oregon still expects of a school like FIU
Two conditions survive on OSBN's page. Anyone teaching in Oregon for FIU would need a current Oregon nursing license, and a school must meet the Oregon Higher Education Coordinating Commission's authorization rules or NC-SARA's before enrolling Oregon students. FIU Online's authorization page says FIU takes part in NC-SARA by way of the SREB compact.
Oregon's page leaves one practical question to FIU: how its faculty would evaluate you at an Oregon site. FIU's 2022 preceptor manual has faculty observe each student on at least two separate clinical days, explained on evaluations and site visits; ask the Office of Clinical Education how that works at this distance before you commit to a Portland or Eugene clinic.
FIU's position for an Oregon address
On FIU's professional licensure page, Oregon falls, like every state except Florida, under the not determined statement, and FIU tells you to contact Oregon's licensing agency before starting. Oregon's openness on placements does not change that line, which the licensure disclosure page unpacks.
A current Florida RN license is FIU's price of admission to the MSN and DNP. Oregon has no compact membership, no pending bill on NCSBN's map and no APRN Compact, so a Portland nurse at FIU carries an Oregon license for work and a Florida license for FIU. FIU's online AGPCNP and PNP students are not tied to FIU's home counties, though FIU's pages never say whether Oregon counts; clinicals outside South Florida lists what to ask.
Portland, Salem, Eugene and Bend
AANP lists Oregon as full practice. In the Census Bureau's 2025 estimates, the Oregon side of Portland-Vancouver-Hillsboro counts about 2 million people; Bend is near 266,000, Eugene-Springfield near 382,000 and Salem near 446,000.
Examples of Oregon employers of NP preceptors include Legacy Health, Samaritan Health Services, Oregon Health & Science University, Kaiser Permanente's Northwest region and Providence Oregon, part of the Renton, Washington-based Providence system. An FIU rotation at any of them starts only once FIU signs a contract with the site, and a new one can take 6-8 weeks; see site contracts. The Portland metro area reaches into Washington, a compact state, while California to the south sits outside the compact, like Oregon.

Questions FIU students ask
Does Oregon need to approve FIU before I train there?
Not for FIU's NP tracks: OSBN's APRN FAQ says APRN programs from other states need no Board approval, and its notice rule excuses advanced practice programs. The approval that matters is FIU's: its pages leave open whether online-track clinicals may take place in another state, so the Office of Clinical Education decides.
Can I do my FIU clinicals in Vancouver, Washington?
Vancouver belongs to the Portland metro area but sits in Washington, a Nurse Licensure Compact state with its own page here. FIU would have to approve a site outside Florida first, so ask about Oregon and Washington options in one message to the Office of Clinical Education.
Does an Oregon RN license meet FIU's admission rule?
FIU asks MSN and DNP applicants holding out-of-state licenses to obtain a Florida RN license before admission. Oregon is outside the compact, so its license is not multistate, and FIU's pages do not say whether a multistate license would count anyway. Plan on holding both.
Would FIU faculty need an Oregon license to visit me?
OSBN requires Oregon nursing licensure of faculty teaching in the state. How that reaches an FIU faculty member evaluating you at an Oregon site is not addressed on FIU's pages, so include it in your questions to the Office of Clinical Education.
