Iowa and FIU: the state's to-do list for out-of-state nursing programs
Iowa does not approve nursing programs from other states, but it does hand them a list of obligations before their students train in Iowa. Florida International University (FIU) makes no licensure call for Iowa, and its clinical pages stop short of saying whether an online-track student may train there. Check both sides before you plan a rotation in Des Moines or Cedar Rapids.

What Iowa asks of schools from other states
Iowa's Board of Nursing, which now sits under DIAL, the state's inspections and licensing department, keeps a page of criteria for programs based elsewhere. It approves none of them, yet it expects each one to deliver the following:
- Authorization to run a program in Iowa, which the Bureau of Iowa College Aid grants.
- Iowa law and home-state rules, followed together.
- Numbers and reports for the board on request.
- Current Iowa or multistate licensure for every faculty member and preceptor teaching in Iowa.
- Written clinical agreements that divide responsibilities, keep faculty in charge of what the student learns, get reviewed annually and say how they end.
Every item falls to FIU, not to you. FIU takes part in NC-SARA by way of the SREB compact; how that sits with the Bureau's clearance is for FIU to confirm, and the Office of Clinical Education is where to ask.
FIU's statements, read from Iowa
FIU's professional licensure page vouches for Florida only. Three nursing programs are listed there as meeting Florida's requirements; Iowa, in company with every other state, is left undecided, and anyone chasing a license outside Florida is sent to that state's agency before starting. The MSN admits nurses who hold a current Florida RN license. Iowa and Florida have both honored the Nurse Licensure Compact since January 2018, but FIU has not said whether a multistate license with Iowa as your home state fills its MSN requirement; the Florida RN license page quotes FIU. FIU lets its online primary care NP students look past their South Florida home counties, and whether Iowa falls within that reach is unstated. Iowa has not adopted the APRN Compact.
Your license, your preceptor and Iowa's ARNP rule
Iowa is specific about students who are already nurses. If you hold an RN license, Iowa wants it active and either Iowa-issued or multistate while you train there, and it expects you to practice by Iowa Code; the program and the facility approve preceptors between them. Section 152.1's exemption for unlicensed students is no help here, since it stops applying once someone is licensed as a nurse at any level anywhere in the country.
Iowa's rule for NP education, 481 IAC 616.16, asks that most preceptorship time be spent with an ARNP or physician who matches the student's role and population, is licensed wherever they practice, and signs a written agreement that gets an annual review. FIU layers its own preceptor requirements on top. AANP classes Iowa as full practice.
Metros, systems and DNP mentors
Greater Des Moines dwarfs the other metros; Cedar Rapids ranks second, then Iowa City and the Iowa side of the Davenport metro. UnityPoint Health comes up early in most Iowa searches, as do MercyOne and University of Iowa Health Care. Each sets its own terms for a student from a Florida university, and FIU would need a contract with the site; a new one takes 6-8 weeks under FIU's current handbook, so see site contracts.
Post-MSN DNP students in Iowa search differently. Instead of a clinical preceptor they identify an organizational mentor, ideally doctorally prepared, at their own workplace or elsewhere in the community, and approval comes from the DNP Program Director together with clinical education staff before hours begin.

Questions FIU students ask
Can I do FIU's online PNP track while living in Iowa?
Nothing FIU publishes settles it. Its licensure page gives Iowa no determination, admission to the PNP track runs through a Florida RN license, and the clinical pages say nothing about rotations beyond Florida. Iowa then expects the school to meet its out-of-state criteria. Ask FIU's Office of Clinical Education before you apply or move.
Does my Iowa preceptor need an Iowa license?
Iowa's criteria ask that preceptors working in Iowa for out-of-state programs hold current Iowa or multistate licensure, and its ARNP rule wants each preceptor licensed where they practice. FIU checks active licensure, national certification and a year or longer in the specialty as well.
What does an Iowa nurse get for precepting an FIU student?
Iowa lets a nurse claim 6 renewal contact hours for precepting a student through an organized program for at least 60 hours, once the school documents it. FIU's 2022 preceptor manual adds its own recognition, ANCC documentation first and, for longer commitments, a Certificate of Participation. See preceptor recognition.
Moving to Iowa partway through FIU's program: what comes first?
Report the move to FIU. Policy 1370.001 changes your learner location only when you formally tell FIU, and that location affects FIU's authorization for your clinicals. Only then approach FIU's clinical staff about an Iowa site, and do it before any Iowa practice commits to you.
