Michigan and FIU's online nursing tracks
Nothing in the Michigan Board of Nursing's published rules asks a school from another state to register before its students train in Michigan, and that silence cuts both ways. Florida International University (FIU) has not determined whether its programs meet Michigan's requirements, and it leaves open whether online-track students may train outside Florida. The Office of Clinical Education's answer comes first.

What is settled, and what is still open
Settled
- Licensure: FIU vouches for Florida alone, naming the BSN, MSN and DNP Nurse Anesthesia; Michigan remains undetermined. Our licensure disclosure page reads it line by line.
- Admission: no current Florida RN license, no seat in FIU's MSN or DNP.
- Compact: Michigan is out for now, with HB 4246 sitting as pending legislation on NCSBN's map.
- NP credential: Michigan's specialty certification goes to NPs who pair a Michigan RN license with national certification from a Board-recognized organization.
Still open: whether FIU will accept a Michigan site for the online AGPCNP or PNP tracks, whether the compact bill passes, and whether FIU would ever take a multistate license for the MSN. Ask the first one now, using the questions on clinicals outside South Florida.
Michigan's Board and schools from other states
Michigan's program-approval rules begin at R 338.10301 of the state's administrative code, and together with the Board's Nursing Education Programs page they speak to schools inside Michigan. Neither text sets up a filing for a school elsewhere that sends students to Michigan clinics. When graduates of outside programs apply for licensure, Michigan looks to national accreditation (ACEN, CCNE or CNEA) in place of its own approval.
Silence from the Board does not make a site approved. The clinic's own entry requirements, a signed FIU contract and FIU faculty approval decide whether a rotation goes ahead; FIU's accreditation is summarized on nursing accreditation. Checking a Michigan preceptor's credentials
Since Michigan will not certify an NP specialist without both a Michigan RN license and national certification, a qualified Michigan NP preceptor should show both, and a quick license lookup settles it before the Preceptor Request Form. FIU sets its own floor too, at least a year in the field and active national certification, detailed under preceptor requirements.
AANP classes Michigan as restricted, with physician delegation required before an NP prescribes controlled substances. On incentives, the state's health department ran a preceptor pilot with MSU's nursing college that is now finished and was open only to MSU students, and no Michigan preceptor tax credit exists in law. What you can offer a preceptor comes from FIU's side.
Detroit to Grand Rapids: the Michigan market
By the Census Bureau's 2025 estimates, metro Detroit (Detroit-Warren-Dearborn) holds about 4.4 million people and metro Grand Rapids about 1.2 million, while Lansing-East Lansing and Flint each count between 400,000 and 480,000. Examples of Michigan systems where NP preceptors work: Trinity Health Michigan; Corewell Health; Michigan Medicine, the University of Michigan's health system; Henry Ford Health; and McLaren Health Care. A rotation at any of them needs an FIU contract first, and the individual preceptor still has to pass FIU's own rules.
Moving to Michigan mid-program means a Michigan RN license (see the FAQ below) and a move reported to FIU under Policy 1370.001. Neighboring Ohio and Indiana are compact states with pages of their own.

Questions FIU students ask
Does Michigan make out-of-state nursing programs register before clinicals?
Michigan's Board publishes no such step; its program-approval rules and education programs page concern schools located in Michigan. That leaves the call with FIU and the clinic. Ask FIU's Office of Clinical Education whether a Michigan site can count toward your practicum before approaching a preceptor.
Is Michigan joining the Nurse Licensure Compact?
Not yet. NCSBN's map shows Michigan outside the compact, with HB 4246 pending. Until a Michigan bill is enacted and in force, a multistate license issued in Florida or another member state carries no Michigan practice rights, and Michigan nurses at FIU keep two separate licenses.
What does a new Michigan RN license require?
Applicants face three extra steps: a criminal background check, a one-time course on spotting human trafficking victims, and implicit bias training completed in the five years leading up to licensure. Keep your Florida license current alongside it, since FIU's MSN and DNP require one.
Can I use my Michigan employer as my clinical site?
FIU allows a site at a large employer as long as you are not placed on your own unit, and DNP hours at your job must go beyond your regular duties. For a Michigan employer the extra condition is FIU's approval of an out-of-state site, so ask the Office of Clinical Education first.
