Studying with FIU from North Carolina
Florida International University (FIU) has made no finding on whether its nursing programs satisfy North Carolina's licensing rules, and its MSN wants a Florida RN license before admission. North Carolina's board, meanwhile, stays out of graduate program approval but still has a step for some graduate students. Sort out both before you court a preceptor in Charlotte or Raleigh.

FIU keeps no state-by-state table, so the four statements below are everything it publishes that touches a North Carolina resident. Our licensure disclosure page walks through FIU's wording in full.

What the NCBON regulates, and what it leaves to schools
The North Carolina Board of Nursing (NCBON) aims its out-of-state clinical rule, 21 NCAC 36 .0233, at unlicensed pre-licensure students. For them, the host agency's nurse executive files a request a month or more ahead, with proof of home-state program approval and a preceptor or on-site teacher who holds an active North Carolina RN license.
Your situation is different. The board states that post-licensure graduate education, whether based in the state or elsewhere, is not something it approves or rejects, and RN-BSN and doctoral study sit outside its reach too. The exception worth knowing: a graduate student who has no North Carolina license and no multistate license should reach the board's licensure staff, using the contact form on its site, to learn what clinicals in the state require.
The board also notes that North Carolina entered SARA in June 2016, which can open field placements for students of SARA member schools. FIU participates in NC-SARA through SREB, but that opens a door rather than approving your site; FIU still decides.
Precepting under North Carolina's restricted model
AANP classes North Carolina as restricted practice. An NP there collaborates with a physician for the whole of their career, and a joint body of the nursing and medical boards oversees NP licensure. Expect a practice to consider its supervising physician when it weighs taking a student.
The biggest population centers are the Charlotte area, the Raleigh-Cary metro, Greensboro-High Point and Winston-Salem. Duke Health, ECU Health, Novant Health, UNC Health and Charlotte's Atrium Health (now part of Advocate Health) show the scale of care in the state; treat them as places NP students commonly look, not as sites that take FIU students. Two licenses to line up: North Carolina's and Florida's
North Carolina has belonged to the Nurse Licensure Compact since January 2018, so residents can carry a multistate RN license. FIU's MSN and DNP still admit only nurses holding Florida RN licensure, and nothing FIU publishes says a North Carolina compact license can take its place; see our Florida RN license page. Only the RN to BSN/MSN page names a multistate license as acceptable.
North Carolina has not adopted the APRN Compact, so an NP license there would be a fresh application after certification. Relocating mid-program? Report the move before any clinical plan depends on it.

Must the NCBON sign off on FIU before my NP clinicals in North Carolina?
The board treats post-licensure graduate programs as outside its approval role, and its out-of-state clinical rule concerns pre-licensure students. A graduate student lacking both a North Carolina and a multistate license should ask the board's licensure staff what applies. Whether FIU accepts a North Carolina site is a separate call made by FIU.
Can I start FIU's MSN on my North Carolina compact license?
FIU's MSN admissions page calls for a current Florida RN license and says out-of-state applicants must get one before admission. It does not mention a compact license from North Carolina. Ask FIU's Graduate Nursing Advisor for a written answer before you apply, and leave time to obtain a Florida license if you need one.
Is FIU's MSN approved for licensure in North Carolina?
FIU's finding covers Florida only. For every other state, North Carolina included, it has not made a determination, which is neither a yes nor a no. FIU's advice is to contact the licensing agency in your state before you begin, and here that agency is the NCBON.
Does FIU's RN to BSN fit a North Carolina nurse?
Its program page accepts a Florida RN license or a multistate license, so a North Carolina compact license matches the wording. The NCBON considers RN-BSN programs outside its jurisdiction. The practicum still needs a preceptor, and FIU's 2021 RN to BSN information package wants students living outside Florida to self-identify to the Program Coordinator.
