South Carolina Clinicals and Licensing for FIU Students
South Carolina's board keeps watch over schools from elsewhere when their clinicals train people for a first nursing license, and its rule never mentions graduate NP programs such as those at Florida International University (FIU). FIU's own disclosure is equally undecided about South Carolina licensure. With both sides quiet, your first stop is FIU's Office of Clinical Education, then the board.

Start with regulation 91-6
Regulation 91-6 of South Carolina's code of regulations makes any nursing school based outside the state get the Board of Nursing's go-ahead before it runs initial-licensure clinicals in South Carolina. The conditions are demanding. The school must hold full approval at home, keep a nursing instructor physically present for each shift, licensed either in South Carolina or in a fellow compact state, sign an affiliation agreement with the agency, and run any precepted experiences by South Carolina's rules. After approval, the school has 15 days to put any change in its compliance before the board in writing.
Graduate APRN study and RN-to-BSN completion programs are simply not mentioned. Silence is not a green light, though. Ask the board how it views an FIU NP student training in the state before you lean on a site, and ask FIU whether it will contract with a South Carolina practice at all.

Practice agreements, and a tax credit that stops at the state line
AANP classes South Carolina as restricted. Nurse practitioners there carry out delegated acts under a signed physician practice agreement, and state law caps how much of a controlled drug they may hand out. Your preceptor works under that agreement, and the prescribing you see will reflect it.
South Carolina also rewards some preceptors. Its Preceptor Tax Credit and Deduction, in S.C. Code § 12-6-3800, now runs to tax year 2029 after a 2024 extension, and it goes to physician, APRN and PA preceptors who precept without pay and meet Medicaid and patient-volume tests. The catch for you: the rotation has to serve a student at a South Carolina college, public or independent, so a preceptor hosting an FIU student falls outside it. Point the preceptor to FIU's own preceptor recognition instead.
Greenville, Columbia, Charleston: where NP students look
The state's three biggest metros are the Greenville area, Charleston and Columbia, and a slice of greater Charlotte sits on the South Carolina side of the border. MUSC Health belongs to the Medical University of South Carolina. Prisma Health is another large name, and so are Roper St. Francis Healthcare, Lexington Health and McLeod Health. Take them as a picture of where NP students in the state search, not as sites reserved for FIU. For an adult-gerontology or pediatric primary care course, a well-run independent practice close to home is just as valid a target.
Licensing: the compact and FIU's Florida rule
South Carolina joined the enhanced multistate compact when it launched in January 2018, but the APRN Compact is not on its books. Entry to FIU's MSN depends on a Florida RN license secured in advance, and the Florida RN license page covers the unanswered question about compact licenses issued by other states. FIU's RN to BSN/MSN page, by contrast, accepts a multistate license outright.

Questions FIU students ask
Is FIU's NP program covered by South Carolina's regulation 91-6?
Regulation 91-6 was written for out-of-state schools preparing students for their first license. Graduate NP students already hold licenses, and the rule never mentions APRN or RN-to-BSN programs. Treat that gap as unanswered rather than approved, and get the South Carolina Board of Nursing's view, and FIU's, before planning a rotation there.
Could a South Carolina preceptor use the state tax break for an FIU rotation?
Not on the statute's terms. S.C. Code § 12-6-3800 counts only rotations serving students at South Carolina colleges, public or independent. FIU's 2022 preceptor manual describes what FIU offers instead: documentation toward ANCC preceptorship credit and a Certificate of Participation that exempts tuition fees on a limited number of credits.
Has FIU determined that its MSN meets South Carolina's licensing requirements?
No. FIU has determined only that its programs meet Florida's requirements, and for South Carolina the question remains open rather than answered in the negative. Before enrolling, FIU wants you to hear from the licensing agency itself, which here is the South Carolina Board of Nursing.
Can I apply to FIU's MSN with a South Carolina multistate license?
FIU's MSN admits only nurses already holding a Florida RN license, so applicants licensed elsewhere must get one first, and FIU does not mention South Carolina's multistate license. Ask FIU's Graduate Nursing Advisor in writing. FIU's RN to BSN/MSN page is the one that does accept a multistate license.
