Oklahoma Clinicals for FIU Nurse Practitioner Students
Oklahoma spares RNs in out-of-state APRN programs a board permission step, but only when three conditions line up, and one of them concerns the school's own faculty. For a Florida International University (FIU) student that turns the first question around: before hunting for a preceptor in Oklahoma City or Tulsa, find out whether FIU would have Oklahoma-licensed faculty overseeing the rotation.

Three conditions in Oklahoma's rule
Rule OAC 485:10-5-12 of the Oklahoma Board of Nursing makes pre-licensure programs from other states seek permission first. NP students are handled by subsection (c), under which a registered nurse enrolled in an APRN program elsewhere may complete clinicals and preceptorships in Oklahoma once all three of these hold:
- Your licenseYou are clear to work as a registered nurse in Oklahoma, on a license carrying no encumbrance. Oklahoma is a compact state, so ask the Board how a multistate license from your home state fits this wording.
- Your faculty's licenseThe FIU faculty member responsible for the clinical component holds an Oklahoma license, again with no encumbrance, at the level taught or higher. This condition sits with FIU.
- Your programFIU's curriculum satisfies what the Board expects of APRN education.
FIU's pages speak to none of these for Oklahoma. Bring the faculty question to FIU's Office of Clinical Education before anything else, since no preceptor search can solve it.

Restricted practice, and a credit that pays preceptors back
Oklahoma sits in AANP's restricted category. An Oklahoma NP's prescribing authority rests on physician supervision documented in writing, over a span AANP puts at 6,240 hours, and Schedule II prescribing is barred. What you see in clinic follows those limits.
The state does reward preceptors. A 2024 law, HB 3351, set up the Oklahoma Preceptor Tax Credit Program, which Oklahoma's Health Care Workforce Training Commission runs. It is aimed at primary care clinicians licensed in Oklahoma, whether MD, DO, PA or APRN, who take on medical, PA or APRN students; each rotation is a 160-hour aggregate block, and a preceptor may claim up to 10 a year while funds last.
Oklahoma's Tax Commission calls the credit nonrefundable, lets unused amounts carry over for five years, and applies it to tax years 2026 through 2035; the workforce commission says it is taking 2026 applications. A preceptor hosting a student from a Florida program should confirm eligibility with the workforce commission directly.
Oklahoma City, Tulsa and the smaller cities
The two big metros are Oklahoma City and Tulsa, with Lawton and Enid well behind. OU Health is the University of Oklahoma's academic system. INTEGRIS Health and Hillcrest HealthCare System are two more large names, as are Saint Francis Health System and SSM Health St. Anthony, which belongs to St. Louis-based SSM Health. No FIU arrangement with any of them is implied. Independent adult and pediatric practices fit NGR 6201L and NGR 6301L too. A practice new to FIU needs a contract first (see site contracts).
Licenses: Oklahoma, Florida and the compacts
Oklahoma's nurses have had access to multistate RN and LPN licensing since the enhanced compact began in January 2018, and its Board says such a license lets them work in other compact states without another one. The APRN Compact has no foothold in Oklahoma yet. FIU's MSN, meanwhile, asks for a Florida RN license before admission, a rule our Florida RN license page unpacks.

Questions FIU students ask
Must the Oklahoma Board of Nursing grant permission for my FIU NP clinicals?
Graduate APRN students are treated differently from pre-licensure ones. Subsection (c) of OAC 485:10-5-12 describes no permission request for them, as long as your Oklahoma RN authority is unencumbered, the FIU faculty overseeing the rotation are licensed in Oklahoma without encumbrance, and FIU's APRN curriculum satisfies the Board.
Can a preceptor in Oklahoma claim the preceptor tax credit for an FIU student?
The credit targets primary care clinicians licensed in Oklahoma, physicians, PAs and APRNs, who precept medical, PA or APRN students. Oklahoma's Health Care Workforce Training Commission administers it and sets eligibility, so your preceptor should ask the Commission whether precepting a student from a Florida program counts.
Does FIU's MSN lead to NP licensure in Oklahoma?
Oklahoma is among the states where FIU has made no determination; its finding covers Florida alone. Oklahoma's clinical rule separately asks that an APRN program from another state satisfy the Board's education standards. As FIU itself advises, check with the Oklahoma Board of Nursing before you enroll.
Moving to Oklahoma mid-program: what comes first?
Report the move formally, since FIU Policy 1370.001 leaves you recorded at your old address until you say otherwise, and clinicals count as educational activity. After that, and before you contact any preceptor, FIU's clinical education staff can say whether an Oklahoma site is possible and how the faculty licensing condition would be met.
