Virginia residents in FIU's online nurse practitioner tracks
Virginia's Board of Nursing plays no approval role for graduate programs from other states, and a Virginia statute lets an RN licensed elsewhere do the clinical work an advanced program requires. That makes the state look simple for Florida International University (FIU) students. FIU itself, though, has not determined whether its programs meet Virginia's licensing requirements, and it has not said whether online-track clinicals may leave Florida.

A board that stays out of it, and a narrow student exemption
By its own account, the Virginia Board of Nursing neither oversees nor signs off on programs chartered in other states, or on any program for nurses who already hold a license. The Board's 80% in-state clinical rule and its site-approval rules (18VAC90-27) govern Virginia's own pre-licensure schools, so neither touches an FIU graduate student.
The license side comes from Va. Code § 54.1-3001. Hold a current, unrestricted RN license issued outside Virginia (whether another state, DC or a territory issued it) and you are excused from Virginia licensure while you study in an advanced professional nursing program, though the excuse covers nothing beyond the clinical practice your curriculum demands. A Florida RN license, the one FIU's graduate programs ask for, appears to fit; ask the Board to confirm for your case.
How FIU's rules read from Virginia
An easy state on paper still leaves FIU's own question unanswered. Before you spend a term courting a Richmond or Roanoke practice, put one question to the Office of Clinical Education: will FIU sign a contract with a Virginia site at all? Restricted practice and your choice of preceptor
AANP places Virginia among the restricted states. Virginia NPs practice under a written agreement with a physician on the patient care team until they can attest to three full-time years of clinical experience, or the equivalent, so a physician may well be part of the practice you join.
That brings up an FIU wrinkle. The graduate handbook lets physicians precept yet also says preceptors need a master's in nursing, and FIU leaves the two side by side. Ask your course faculty before naming a Virginia physician on the Preceptor Request Form; who can precept covers the conflict.

The state's Nurse Preceptor Incentive Program rewards preceptors only when the student is enrolled at a nursing school in Virginia (public, or private nonprofit), and an FIU student's preceptor sits outside that circle. A 2026 law, SB 405, moved the program to the Virginia Nursing Workforce Center from the state health department, beginning with hours logged in July 2026.
Licenses and a Virginia checklist
Virginia RNs have used compact licenses since 2018. The APRN Compact never passed there, which makes NP licensure after graduation a fresh application to the Virginia Board of Nursing. FIU's admission license rule lives on our Florida RN license page.
Before you enroll or move
- Put the Virginia question to FIU's Office of Clinical Education.
- Contact the Virginia Board of Nursing about NP licensure for an FIU graduate, as FIU's licensure page advises doing before you start.
- Report a move in or out of Virginia under FIU Policy 1370.001.
- Confirm a target site will sign an FIU contract before you commit your semester to it.

Questions FIU students ask
Does FIU need Virginia's permission to place me there?
Not from the Board of Nursing, whose approval process does not reach programs based in other states. FIU's own permission is the real gate: FIU has not said whether online-track students may train outside Florida, so the Office of Clinical Education should hear from you before any Virginia clinic does.
Will Virginia make me get a Virginia RN license for clinicals?
Maybe not. Under § 54.1-3001, an RN license from elsewhere that is current and unrestricted covers the clinical work an advanced nursing program requires, and nothing beyond it, for as long as you are its student. Whether that fits your license history is the Board's call, so ask before day one.
Could my Virginia preceptor collect the state's preceptor incentive?
No. The program pays only preceptors whose students attend nursing schools in Virginia, public or private nonprofit. A preceptor teaching an FIU student falls outside it, even for hours worked in Virginia.
Will FIU's MSN qualify me for an NP license in Virginia?
FIU has not made that determination for Virginia; it says its programs meet Florida's requirements and tells students to consult the licensing agency where they want a license before starting. For Virginia, that means the Board of Nursing, which sits under the state's Department of Health Professions.
