Nebraska nursing students and FIU's clinical rules
Nebraska's nursing regulators stay out of post-licensure education, so an NP rotation from another state faces no state approval step. The wrinkle is faculty: Nebraska considers practice to happen wherever the student sits. Florida International University (FIU), meanwhile, confirms its programs for Florida alone and has not determined Nebraska, which leaves the key questions with FIU.

Nebraska regulates who teaches, not where you train
Nursing regulation in Nebraska runs through DHHS, the state's health and human services department, which houses the Board of Nursing. According to DHHS, the Board approves prelicensure programs serving Nebraska residents and leaves post-licensure education alone, whatever its format. For a graduate or APRN rotation, then, there is nothing to file with the state.
Faculty are another matter. DHHS follows the NCSBN view that practice takes place at the student's location, which means faculty need a license in that state, and those teaching APRN students need Nebraska APRN licensure. For a rotation in Omaha or Lincoln, that turns into a direct question for FIU about its clinical faculty. DHHS also notes that schools make preceptor arrangements directly with facilities and set their own preceptor qualifications for post-licensure students; FIU's are on our preceptor requirements page.

Full practice after a supervised stretch
AANP's classification gives Nebraska NPs full practice once they log 2,000 hours of supervised practice. A preceptor you meet may be well past that milestone or still working toward it; FIU's own floor, a year or more in the field with active licensure and national certification, applies in both cases.
The advanced practice side of the state's boards has also been changing. DHHS rosters from mid-2026 show APRN, CNS and CNM members seated on the Board of Nursing and no longer list a separate APRN board, so confirm which body handles NP licensing when you contact the state.
Omaha, Lincoln and pediatric care
Nebraskans are concentrated around Omaha, whose metro extends over the state line into Iowa, and in Lincoln, with Grand Island a distant third. Adult-care searches usually run through CHI Health, Nebraska Methodist Health System, Nebraska Medicine or Bryan Health. For pediatric primary care, the name PNP students will notice is Children's Nebraska, relevant to NGR 6301L and the pediatric practicums after it. Treat all of them as reference points, since each sets its own terms for outside students, and remember that a practice across the river in Iowa follows Iowa's rules.
Licenses for Nebraska and FIU
Nebraska started operating under the Nurse Licensure Compact in January 2018, as did Florida. That helps with nursing across state lines but does not answer FIU's admission rule: FIU admits MSN and DNP students only with an active Florida RN license and says nothing about Nebraska multistate holders. Does Nebraska need to approve an FIU NP rotation?
No state approval applies, because Nebraska's Board leaves post-licensure programs unregulated. Two things still matter: FIU has to decide whether it will contract with a Nebraska site, and Nebraska expects faculty teaching APRN students to hold Nebraska APRN licensure.
Who arranges my preceptor for an FIU rotation in Nebraska?
On FIU's online primary care tracks, you identify the site and FIU's clinical department helps put the contract in place. DHHS describes preceptor arrangements as running between the school and the facility, so the agreement is FIU's with the clinic.
Will FIU's program count toward APRN licensure in Nebraska?
FIU has not determined that; Florida is the one state it confirms. Ask the Nebraska DHHS licensure unit, which supports the Board of Nursing, before you enroll, as FIU's licensure page recommends.
Where do PNP students in Nebraska look for preceptors?
Pediatric practices, the clinics of the larger health systems and Children's Nebraska are the obvious starting points. FIU's pediatric practicums need a preceptor working in pediatric primary care, and FIU's clinical department must approve and contract with the site.
