FIU nursing from Vermont: a strict preceptor test and an open question
If you live in Vermont, Florida International University (FIU) can tell you only that its licensure programs meet Florida's requirements; Vermont, like every state but Florida, is not determined. Vermont's own rules are quiet on out-of-state programs sending students to local clinics, yet exact about who may precept an APRN student. Begin with those two facts.

What FIU has published that touches Vermont
For someone staying put in Vermont, any local placement begins as a question to FIU's Office of Clinical Education. Moving there partway through? FIU's learner location policy applies as well, because FIU treats clinicals as educational activity tied to where you are.

Where Vermont's rules leave out-of-state programs
Part 5 of the Board of Nursing's rules, in force since May 2023, reserves nursing education in Vermont for Board-approved programs. The one carve-out covers online-only programs that Vermont's Agency of Education has approved, and Title 26, section 1584 of the statutes points the same way.
The harder question is one graduate student from a Florida program spending a semester in a Vermont practice. Neither the rules nor the Board's FAQ takes up that case by name, and the student exemption in section 1583(2) speaks of programs the Board itself has approved. Only the Board can say how it reads that gap.

Vermont's test for an APRN student's preceptor
On this point the Board leaves little doubt. Its FAQ names two kinds of preceptor for APRN students. Either an APRN or a physician may serve, as long as the Vermont license is active and unencumbered, the practice matches your role and population focus, and the preceptor works hand in hand with your program's faculty. PAs cannot precept APRN students.
Population focus is where FIU students must be careful. An adult-gerontology student in NGR 6201L needs a Vermont preceptor whose primary care patients are adults and older adults; a pediatric student in NGR 6301L needs one who sees children. FIU's own preceptor standards, such as a year in the specialty and national certification, stack on top.
Practice in Vermont and where searches begin
AANP counts Vermont as full practice, with a transition period: newer NPs keep a collaborating agreement, signed with a Vermont-licensed physician or APRN, until they log two years and 2,400 hours in practice. A newly certified preceptor may bring a collaborator into the picture.

Act 183 of 2022 funded a one-time preceptor incentive for fiscal 2023, and it went to nurses at Vermont's critical access hospitals who taught students from Vermont schools.
Compact licenses and FIU's Florida requirement
Compact licenses have worked in Vermont since February 2022. Under Board Rule 4.1, someone holding another compact state's multistate RN license can keep practicing in Vermont on it, right up until Vermont becomes that nurse's primary residence. Relocating? Budget time for the switch.
FIU layers its own condition on top: a Florida RN license before MSN or DNP entry, with no word on multistate licenses from elsewhere, while the RN to BSN accepts either kind. The Florida RN license page walks through it. Vermont has passed no APRN Compact law, so NP licensure there runs through the Board within the Office of Professional Regulation.

Can a physician assistant precept my FIU clinicals in Vermont?
Vermont says no. The Board's FAQ keeps APRN-student precepting to APRNs and physicians who hold active, unencumbered Vermont licenses and practice in the student's role and population focus. FIU's own preceptor standards come on top of Vermont's, so check both lists before you ask anyone.
Does FIU accept students who live in Vermont?
FIU names no states where it turns students away. Its licensure page states that its programs satisfy Florida and leaves every other state, Vermont among them, undetermined. What matters in practice is the Florida RN license for graduate admission and whether FIU will sign off on a Vermont clinical site.
Do I need a Vermont RN license while I study?
That turns on where you live. If another compact state issued your multistate license, Rule 4.1 lets you keep using it in Vermont; once you make Vermont your primary residence, you move to a Vermont license. How this plays out for student clinicals is a question for the Board.
Is there a Vermont incentive my preceptor could claim?
Vermont's grant ran for fiscal 2023 only, for nurses at the state's critical access hospitals who taught Vermont nursing students, so an FIU student's preceptor would not have fit. FIU's own thanks to preceptors appear on our preceptor recognition page.
